Can a teacher fail you for not being organized!?

Can a teacher fail you for not being organized!? Ok I had a C - but i forgot a test and am going to take it this morning but she also gives us little oraganizer things that are worth 25 points every like month when a test is like 60 points! now i almost have an F, 61% and its almost end of term 1 so i may have to retake this cl during summer school partily due to her stupid organizers! i wanna cus her out so bad cuz she is not a good teacher. she talks to faast wont aswer questions wont help just nothing! ugg >:(
